To do this : control panel > device manager > mice and other pointing devices > click on whatever it says here (mine is synaptics) right click > properties > driver This has been a problem since I installed windows updates. The laptop was given to me just to try Win 10.

The touchpad pointer is working just fine when I am not using the vertical scroll zone.
