You can remove these via Disk Cleanup after the upgrade and get your space back. It always stops, or at least since I took note of it at 18% (the obvious Something (Microsoft) Happened). It's sort of weird but appearently Win 10 setup is trying to use your local DISM folder and is looking in the wrong location. I had to unplug from network, stop the update service, clear update cache, start the update service, and then ran upgrade again (without connecting to the network).
